When I was younger I borrowed Animal Crossing(GCN) from one of my friends. I made the character on his town Lorain and while I had it I make a design that read, "Welcome to Lorain". Some 2 years later I bought my own copy of Animal Crossing and made a new town on my own memory card. When I went around to check the Sable Sisters clothes shop I looked at the design storage and the design that I made was there.

I didn't think much of it then but now that I do it doesn't make much sense that that design could be there. Can anyone make anything of this situation?

It's your memory card. It probably remembered the data somehow or mixed with a friends.

I'm not sure that could be the case because when I played Animal Crossing I was using a new memory card and by that time my friend that owned the memory card that I made the design on already moved.
