yea I was thinking about this too, but I guess she's mor e of a reperesentation of pendantry and cold heartedness of society,which silently approves of her methosd to keep away the 'loonies' from good folk, she wasn't much of a pure asshole

same goes for those two from shawshenk redemption, I mean Percy was just too young and dumb, a spoiled child who never should have been a warden in the first place,and that caretaker of the prison well kind of the same as Ratched if a bit more asshole

the most assholish I can think of is the german officer from Schindler's List (the one who controlled whe whole camp I mean) but then again this asshole existed in real life too unfortunately..
