Im sure this question has been going around everywhere and iv had my own theory's as well but i wanna know everyone elses so give your theory on the mystery behind

even include what you think his powers would be based on what you know about him in One piece.

My theory is that

Dragon has a devil fruit power that can control the weather and also has Haki powers as you notice back when Luffy was in Loguetown when dragon first appeared It began to rain, lightening randomly struck saving luffy from execution from Buggy, and a strange strong wind came blowing away everyone on the streets in Loguetown
