It's the other way around.
Phoenix could only prove it when DeKiller had the tape. DeKiller would have just watched it on his TV. (or SOME TV)
When Phoenix had it, he couldn't prove it to DeKiller, DeKiller just believed him for some reason.

2nd, de Killer believed him because Matt specified a date, time, and location, plus the tape he was ordered not to watch, everything clicked in de Killer's mind. He's trusting, but doesn't seem to be THAT trusting.
