From what I can see, it's introducing 8 characters, showing a couple of puzzles, and a couple of images of the "Last Window" in-game novel.

Okay, so, I cleaned it a bit, and found the following:

-The game will release in January 14, 2010 (as you probably all know), and will cost 4800yen in Japan (just in case anyone cares).
-Even while Kyle isn't wearing his Red Crown blazer, he apparently hasn't lost contact with Rachel and Ed.
-In the lower part of the left page, Kyle is talking to a new character, whose name is... "Steve"? It's not clear enough, but I think I see an "S" and two "e"s.
-The other character Kyle is talking to is called Margaret. I think she was revealed in the (very) short teaser released around a week ago.
-The other characters shown in the upper part of the right page are a young girl (around 10-13 years old); a young looking, Jeff Angel-ish character; a bald old man, maybe in his late 50s; a middle-age man, maybe around 40 years old; a young looking woman, around 20-25 years old; and this last one is drawn larger than the rest, a man at around Kyle's age, I'd say.

High-quality scans. Louie 2.0 is indeed Steve, and the other characters have names but I'm awful with Katakana. For some reason they give Rex from the trailer the name "The Mysterious Man", though. Not so mysterious if we already know his name, Famitsu.

So, the names seems to be the following :

Top: Margaret Patrice? (it read Patorisu); Mary Rippet (Mari Rippeto); Frank Reypa(??) (Furanku Reippa)
Bottom: Steve Ulf(??) (it reads Urufu...); Charles Juho? (juo); Shidoni(??) & Nicole (Shidoni + i & Nikoru)

Yup, that seems about right.


I think you misread Rippeto, I read it as "Ribetto". Seeing as Japanese doean't really have a "v" sound, they usually use "b" instead. So, I think it would be "Mary Rivet".


Again, I think you misread the katakana. You got Frank right, but the last name is actually "Reibaa". Maybe the name is "Frank Rayver"?


At first I thought it was Ulf as well, then I remembered that Japanese don't have a "w" sound, instead they use "u" to do so. So this the proper name is probably "Steve Wolf". Badass name, huh?


You forgot a katakana; it's actually read "June". So this dude is "Charles Juné". I also think I read something about him coming from France in his bio.


I read this as "Sydney and Nicole". I think they have to do something with a café?

Also, the shady looking guy is "Nazo no Otoko", which roughly translates to "Mysterious Man".

Hope I cleared all that up. :)

Thanks for your help! Indeed, I misread a few/lot of katakanas, and I completely forgot about the 'v' sounds (a mistake I wouldn't have made if I had not misread the katakana :p). Your reading makes perfectly sense, much more than mine :p
Some of the names are really great, which is a good thing. I grew tired of all those animes/video-games with pseudo-foreign characters, whose name absolutely means nothing at all...
At least, Cing knows how to pick up names for their characters!

(* In Japanese, this means "not popular/famous". Basically he's a nobody in the music business.)

Charles:
フランスから来た留学生。映画監督を目指している。

An exchange student from France. Is aiming at becoming a movie director.

Sydney & Nicole:
アパートの１階にあるカフェのマスター肴板娘。

Owner of the 1st floor cafe and his daughter.

Mary:
夫と兄を同時に交 通事故で矢ったひとり暮らしの女性。

I wasn't really sure of what this would be exactly, but it mentions something about her older brother and her husband being in a car accident together.

Margaret:
カイルたちが暮らすアパート*、ケイプウェストの家主。

Lives with Kyle and the rest*, Cape West's landlady.

(* I was a little unsure on this bit so forgive me of it sounds weird. )

So I hope that is useful to all of you! It was a bitch to try and find all them kanji.

Ah, so the French dude IS French after all, and he's also an exchange student? Interesting. Though, his name is really old-fashioned... but since it takes place in 1980, I guess that's not very surprising in fact.
And yeah, I somewhat have no problem picturing Steve as a no-name musician :p

Oh, and I can't wait to go to that café... hope it will be as cosy and warm as the bar in HD1 :D

Baron, could Mary's bio say that his husband and brother actually died in a train accident?

Nazo no Otoko (Rex?):
カイルの過去を探っている怪しげな男性。突如、ケイプウェストに姿を現した。

A suspicious man searching for Kyle's past*. Then all of a sudden, he made an apperance at Cape West.

(Forgive me if this sounds wierd, I didn't really know how this would translate. The main points that stood out though were "Kyle's past", "is searching", and "suspicious man".)
