Well, first, he's being denied an attorney because the police aren't technically involved, so there's zero chance of him going to jail. It's actually a different department of government that's going after him. That's just what I understand, there might be more to it.
And he's not breaking any laws in the process. He's just going around and talking with people. He isn't trespassing on crime scenes or anything like that.
If anything, the officials going after him are the ones breaking the law, since they've violated all kinds of due process.

Let's hope he doesn't end up being murdered by one of his nurses. My mother's best friend is married to a German man who occasionally slips into a little bit of German, much like Klavier. He doesn't look anything like him, though, he honestly looks more like Grossberg. I also saw a commercial for an optometry clinic called Pearl Vison. 
I can only imagine how that would turn out.

Yeah, but Phoenix himself is more likely to be recognized by people who aren't fans of the series. Only people who played the games know who Godot is, while many more recognize Phoenix, due to his appearance in Ultimate Marvel Vs. Capcom 3.
