Well, I looked at the list of undumped Nintendo DS games and it found Gyakuten Saiban 4 v1.1 as undumped. Does anyone know the difference between v.1 and v.1.1?

Maybe the first version was a bad dump, or a new dump due to inavailability of the first one. There are a lot of "v1.1" of DS ROMs. The actual difference is non-existant.

Depending on the time that passes between v1 (which isn't called a versioned name, just the game's title) and v1.1, the reason can differ: If v1.1 is released a couple of days or a week after v1, then it's because v1 was a bad dump. But if v1.1 is released months or years after v1, it's because the original ROM was deleted everywhere, and it needs to be re-dumped.

For example, 2 days ago, there was one of Mario Party DS.

EDIT: Oh, but it also can be a Best Price, or "Friendly" edition, like with Professor Layton games.
