Especially for this:
Now, obviously it's not done, but I'm having trouble thinking of ideas to fill up the spaces. To have any idea, it might be best to put a really quick bio or something here, so here goes (Keep in mind that my OC is set in 19th century):
Renee Chevalier-Gagnon is a French woman that works in Britain as Lord Jacob Greenwood's Private Guard (despite being a woman.) She came to Britain as an illegal immigrant as she was trying to hide her identity from her family, a cult that worshipped the ancient rites of Paganism (and who were going to sacrifice her life due to an 'oath'). Lord Greenwood took her under his wing as his Private Guard, where she learnt the duties and skills of one in her position. After eight years of serving as his guard with undeniable loyalty and secrecy, Lord Greenwood ordered her to take his life for unknown reasons. Of course, she was conflicted; this man had saved her life in more than one way, and she wasn't going to forget it any time soon. However she caved in, and took his life peacefully: in his sleep. She was sent to prison a week later and was sentenced to be executed, however by miraculous means, she escaped prison and continued to live secretly in Britain.

Personally, if this is going to be entered for the art contest, I'd suggest at least having a full body illustration of your character, either to add on to this piece (to make it a ref sheet) or by itself (if you want to turn this picture into a splash illustration).
To add to the picture, I'd personally try and add elements of her story to it, like the splash illustrations that are shown before cases in AA. It could help show what kind of a character she is!
Technical nitpick: the linework is nice and clean, but the shading on her looks a bit odd--there's too many shadows on her face, unless something is hovering directly behind her to cast that particular kind of shadow. Hold off on putting in shading until you've composed the whole picture first, and then you can work out cohesive lighting from there.

Just because it doesn't have flying blood in it, doesn't mean it's a measly 0/10!
You have to take into account that it is a different piece than the previous art work!
Without detaching yourself from previous works, you can't possible give an accurate rating based on something completely different!(Yeah! I've got this in the bag!)
