Do they still do that thing where they grandfather out the top cut spots to people who are playing different characters? I remember hearing about that and never looked to far into the game because of it. Well, that and the cards look like crap.

Yep, that's how it works. Same as RAW Deal and various other games. Generally if you make top 8, you make top 8. But if, say, everyone's playing Akuma, then only the top Akuma goes in. I find it's a further challenge as you not only have to score high, but you have to score higher than everybody else playing that character.
And seeing as there's 119 different characters currently post rotation (which hasn't happened yet, and an additional 8-10 will be added, not counting promos), it's really not all that limiting.
As far as the cards looking like crap, blame UDON Studios, Imaginary Friends Studios, Glass House Graphics, a slew of Independant Western Artists (I'm looking at YOU, Karl Richardson) and the guy that did the foiling for Set 11, no seriously that was crap.
