Other than Japan, having a parent who can speak it helps.

Try exchanging your parent/s for one/a pair that is fluent in Japanose. If they're under sixty, the warrant should still be good.

It's kinda sad of me to say this but, any scrap of Japanese I learned was from subtitled movies, television shows and of course, anime. [Pretty much in the same fashion I learned Cantonese, since my family was too busy to teach me on their own.]

If your family doesn't mind, you can try an exchange program.

This is a VERY good site to start off on: http://www.thejapanesepage.com

And if you're learning Japanese just to play games and watch anime, it's not the best reason :(

Honestly, I'd just try and find a school in your area that teaches GCSE/Alevel Japanese. It's only a couple of years. And then you can access more universities that do Japanese degrees if you have... well any foreign language really. (Believe me, it's annoying without one. ¬¬)

Who said fandom had to make sense? Isn't the fun of fandom making sense of things the creators didn't consider?

I wouldn't necessarily recommend trying to teach yourself a language, especially at your age (no offense). But if you really want to get a jump start on taking actual courses, it would be a good idea to start memorizing the characters (hiragara and katakana). And even if you can't take proper classes, you can still buy the textbooks off Amazon, etc. Like Genki!

There's also Yookoso, which I used in high school.

I studied in high school and at university, but since you're so young that isn't exactly an option. I'm not a big fan of self study. However, when I was teaching I had a partner who was self taught and remarkably good. He used this series from what I noticed.
I used to teach middle school and high school aged students at a rec center on Saturdays. You might want to do some research in your area to see if there is something like that (I know I wasn't the only person in my area teaching). Ask around at recreation centers and local libraries to see if anyone knows anything. You might also want to look for any Japanese Culture groups in the area, you might be able to find a native speaker who would be interested in helping you in your studies.
