So far there's nothing to support the rumor, nor is there any indication that the roster would go so high compared to Melee.
It's almost like the "Marth, Roy, Ness deconfirmed" stuff going around at the moment. People read a roughly translated sentence/paragraph from a random Japanese article and suddenly it's taken to extremes in all kinds of ways.

No one's too sure about how ligitamate it actually is. The more I read it, the less I believe it.
EDIT: Screw it. It's already been de-confirmed.
It's quick to be de-confirmed but nothing on how many characters their's going to be.

The game comes out in like less then a month in Japan. In that time they will not reveal any new characters. Only confirm old ones returning *hopes for captain falcon*
Once the game is release in japan teh spoilers will be all over the interwebs on who is unlockable a.k.a your luigi's e.t.c. and some real suprises.

How did you get 27? There are 25 characters on the site, two of which are transforms, and two of which are unlockable as we know it (Sonic and Snake). That makes 21. If we include Captain Falcon, it's 22, and that wouldn't be two far-fetched.

And Gerkuman? PLEEEEASE stop listing the "lines" theory. Do you have solid, conclusive proof that the lines have to be completed? In other words, there could easily be 19 "returning" characters, and "31" new ones...
That's an example of numbered assumptions. I doubt there are actually that many characters in the new game...
See, the "lines" theory and the "characters" theory are barely even applicable... we have only one hint for the characters:
There will be no clones.
So I assume Luigi is out... unless they remake his character... but Dr. Mario is gone for sure.

This was also a rumor with little founding, and the recent leak suggests it's false. So Luigi is not only still on the table, but with as much foundation as Falcon.

That's not Ness. It's Pokémon Trainer. Makes more sense, too, seeing as the rest of them are Pokémon characters.

Luigi isn't a clone character (well he's a semi-clone character technically, but he does have the Green Missile instead of Mario's cape, so...).
As for Dr. Mario, I'll miss him (and Roy as well)

One moveset and one final smash goes unused because it's not as good as the other. While Zelda and Sheik are very different, they are treated as the same character, much like PT's 3 Pokemon which is why they share the final smash.

Depending on the scenario, you would be able to use whichever final smash is good for time. No one else has that option, they just have whichever final smash they are given.
Each final smash has strengths and weaknesses in any situation. To have two final smashes would defeat the purpose of the balances. You would just use whichever meets the needs best and dominate.
...now, if every character had two final smashes, one specifically for multiple targets and one stronger one meant for only one target, then things would be different.

What a screw up.. and they were doing pretty good keeping the secrets locked up till now.
I'm not entirely convinced that this was an unintentional incident. With the amount of buzz that has generated from this, it almost seemed like an intended stunt rather than a simple mistake. Maybe in a way to let fans prove certain (hidden) characters are in the game without actually doing so themselves.

There are plenty of other PSI skills to draw from.
He can retain PK Flash, gain PK Ground, PK Teleport, etc, etc.
Also, notice how Lucas' equivalent of PK Rockin', PK Love, was abandoned in favor of PK Starstorm, which leaves Ness' signature attack open for his Final Smash.
Also, "no clones" was never formally stated.
