I don't see it working well as an anime OVA, but who knows, Tenchi Muyo had two spin-offs and (an anime rarity) a finish up to its story years later, and its plot consisted of simply.. well, a surreal "OMG HOT GUY LETZ GLOMP HIM LOTS" action-fest.
Whether or not it works will have a lot to do with how polished it is.

ToP's OVA was no different from the game in terms of blandness. If Star Ocean, or the Mana series had an anime, I'd watch that instead.
