Basically the song is as with the show: goes from one topic to another without keeping one idea being talked about.

As with the title and obvious mention of the uniforms, I think it's about all the weirdness going on during the school days with random quotations that easily have been said by the girls themselves (what with them singing the song itself and the random mini-convos in-between).

-Okay I really do not know what the 3 stands for. Some people say it's the uniform's length, or what the outfit actually is. The fact that it talks about wrapping (and I'm pretty sure since they say "RAPPINGU") makes me think they're really talking about a regular dress that's newly bought, and not a uniform. (which is mentioned halfway, explaining the title probably; so the first and last verses probably are not talking about a uniform)

-I think these lines are talking about the stereotypes or random emotion spazzes the girls represent/have in the show. Things like Tsukasa's airheadedness, how Kagami is always wtfing in the scenerios surrounding her...etc.

-Basically the only serious sounding part of the song. With the other version of this verse near the end, my guess is that the first version is about how the uniform is not important to continue on with life and that you can just be yourself. And then the second one repeats that same message with the point of view acting like (whoever this is specifically referring) she has since graduated school looking back (the question with "How's the weekend?" probably means a reunion with old friends).

-Okay this one really stands out on lyrics compared to everything else. (ironically in a bizarre song as is) This is making fun of your typical cliche romance that you wish to happen (shojo trope what?) as you hold on to your supposed-lover with an excuse that "It's dangerous, I MUST HOLD ON TO THE NEAREST PERSON WHO STRATEGICALLY IS THE ONE I LOVE" thing. I don't know why it's randomly in there, but I guess it fits for the random dreams of a schoolgirl or something that she wishes to happen. Or Konata just happened to like singing about that for the lulz.

Everything else is pretty much not hard to figure out. As I said before, most of the song is just composed of random quotations. Though the "Pom! Pom!..." verses are just obviously stating things the girls do in their free time or want to do...
