Umm... I'm not sure of your popularity status at school, or how well you're known...
I suggest either you A) Get to know them better (become friends), or B) Maybe invite them to a group event, like a party or going to the mall or something. It's a little easier to know someone that way, and it's much more comfortable for them.

Well, you’ve got to figure out who you want first. It’s a little easier to ask the nicer girl out. I’m not sure how old you are, and if you’re old enough to go on a date, but just talk to them. That’s the best way to get someone to go out with you. It’s kind of awkward for someone to come up to you and say ‘I like you’ right out of the blue, so stay away from that. You could simply ask her out for lunch sometime, or, if you’re good in the class and she’s having a hard time, offer her a tutoring session (at lunch or something).
If these don’t work, just start talking and get to know each other. That’s the best advice I have. At least she’ll be your friend!

But, as I said, it's quite awkward (and scary) if some RANDOM guy comes up to you and says 'I like you'. Try talking! And if they refuse to talk to you, then you know they're going to reject you.

@Dofa: Don't put yourself down. If looks are all she's after, then that's pretty shallow imo. I feel that personality plays a big big part in finding that someone special. I think if the girl you like really likes you, she'll like you for who you are and not how you look. You seem to have a great personality to me, so don't give up!
