He refused a silencer.

Arquen is a Speaker
Havilstein Hoar-Blood is her silencer

Ungolim is the listener.

Actually, I was kinda hoping that this would be set mostly in the Cheydinhal sanctuary, cause that's the one we know most about, or we'd have to make a whole bunch of OCs
