No, enchanté is like saying "Pleased to meet you" in English.
That's most likely it because Kudo's a common Japanese surname, IF
happens to be Japanese in T&T. The main character of Detective Conan/Case closed is Shinichi/Jimmy Kudo, for example. Kudo translates into "this painful world" according to my English-Japanese Dictionary. I can't make up my mind about if it makes sense or not. He's really grumpy and stubborn, and unemployed, probably implying that he's not fond of the society in the PW universe

Armstrong, however, I believe is an English-heritage name. It works with his beefy arms, but I think it's also trying to give the impression that he's not REALLY French, this is all just an act he puts on to SEEM French.

Jean = masculine French name, but feminine English name (reflecting both his "French-ness" and his effeminate nature).
Armstrong could be a joke on his beefy arms, but since it's an English name, it gives the impression that all of his French-ness is a complete facade/an act.
