I actually was reading through other message forums regarding this topic and on Gamefaqs, a user named Eoin posted this:
This story has been badly taken out of context. Someone has looked at a single figure, for one year, pretended that it represented Capcom's entire resources, and added a comment from Capcom saying that they wanted to concentrate more on DLC, and presented it as a story about Capcom being in trouble.
Let's contextualise:
this is the second highest amount of cash Capcom have had in the bank at th end of any reporting year since 2003
Capcom have had negative balances of about the same amount. The idea that Capcom run out of resources if they hit zero is totally ludicrous
Checking cash and cash equivalents (and please note: this is a figure that is clearly visible in Capcom's financials, unavoidable by anyone making any serious study of it) shows that it's a figure that's been fairly stable for the past decade
Capcom's sales are up
Capcom's net income is down slightly but they're profitable and have been consistently profitable since 2005
