Is it OK to post something that was "inspired" by someone else's work?

Like, say you take someone else's sprite, and make a different animation for it. Is it OK to post it as long as you give credit to the original designer?

I believe it's ok as long as you ask the original spriter if you can do it.

If you're using someone else's sprite and editing it, you should definately get permission first.
