I'm not sure what your little typo there is supposed to say, but what I do is open a picture in GIMP, cut out what I want (like hair), shrink to fit the smilie base we have,
and then do clean up on what needs it and add facial features.

Everyone has their own way of making them azulet, one that works best for the smilie maker.
If you have some ideas play around with different ways of making them and find the one that works best for you. Some people prefer the 100% from scratch in paint way (not for me but there are some who can pull it off to perfection) while others prefer the edit existing stuff method. Either way I think they still come out pretty good regardless, it's just finding the style that you work with best.
I redid allot of the lines in the hair.
redid all the lines in the hat and the skull.
had to completely rework the skull.
shows acro cying but he doesn't cry until the end either..... but then 
is a spoiler because it's Regina crying and she doesn't cry until the end either.... confused
