Yeah... it was incidents like this that discouraged me from putting this story on the front page when it was new. I didn't want to contribute to a potential mess. But, I still want to thank you for linking it to us. I still like to read all the gossip on the future of the AA series. Never know when you'll find a diamond in the rough, though this time it's all rough.
Anyways, the article you linked to was an older one, and a miss translation at that. Leading up to TGS there was a rumor from 2chan about a new AA game, with the scenario being headed by someone from the AAI team. Two year old rumors had suggested that Eshiro might help with AA5. It was a nice house of cards that ultimately blew up. The 2chan rumors were made up.
Since then, Sven a very important figure at Capcom USA, has repeatedly been asked if AAI2 will be coming in English. Every time he's said that it hasn't been ruled out for AAI2 to be ported to a new system, the 3DS being cited as one possibility when explicitly asked about said system. But he emphasizes that nothing's been done and it's mostly in the hands of the higher ups if such an idea gets green lit.
My take on AAI2 is that it's in a yellow limbo. A non-disclosure agreement simplified means that employees are not allowed to talk about internal happenings. But historically, sometimes, not always, you can weasel a flat out denial from the employees, but almost never a confirmation. Confirmations (Or green lighting) generally hit the public via publications. For AA that generally means Famitisu circa TGS. (But trademarks and copyright are also public tells) The fact that Sven has not crushed the idea of AAI2 in English is the absolute best non-fairytale land response we can expect from him in my opinion.
As for the translation... there is a group working on it. I haven't been around too much recently so I can't say what the progress is.
