New privacy policy

We are still in the process of adding proper links to it, but it's live at http://www.court-records.net/privacy.htm.
The basic gist of it is that we do the usual stuff, collecting server logs and using google analytics.
Currently working on a redesign of cr.net itself! Come talk to me about it on Discord!
