Well, since this appears to be about being a great prosecutor, and that the project itself was to focus away from the whole current state of the games and whatnot, it can be implied that the cases involved will most likely be before Edgeworth met Phoenix in court, or just in the same period but avoiding most of the familiar situations.
As for why, I'd say it's probably more for character development than anything, but we'd have to see the game first.

If it's true that would make a lot of sense, it could help Expand a lot on Edgey's Relationship with Gumshoe (After the first case, where I presume they met) The Von Karma's, and general details about Edgey we don't know (I.E. Who the hell bore him)
But I'm a bit Skeptical as well.

Seriously, if this is true...it's perfect. A spin-off game where you play as the prosecution. I always thought that the AA series was heavily biased against the prosecution. This fixes everything in an epic way.
I can only dream that the game takes place in the seven years between T&T and AA4. Maybe as Edgeworth, you deliver crushing losses to Kristoph Gavin's record and we get more backstory on the Gavins, Edgeworth's future, and maybe even what happened to Lana (a former prosecutor herself).

Given that the AA franchise is popular in America, I don't doubt that it'll be released there. As for Europe and the rest of the world, I'm not quite sure, to be honest!
