You have to make a mistake once and then afterwards if you ever make the same mistake you can fast forward.
But remember if you make a different mistake although the text will be the same you wont be able to fast forward.

What they're saying is that if you haven't made that specific mistake before, it won't let you speed through the dialogue. If you go through the game and make every mistake possible you should then be able to skip it on replay.

Or just not make any mistakes!

If you present the autopsy report here, you get the mistake dialogue.

Afterwards, if you present your badge, you get the mistake dialogue again, but you can't accelerate it.

If you present the autopsy report again, you can.

In other words, you have to have presented the same incorrect evidence previously at the same statement before you can accelerate it.
