Yeah, I agree. Dahlia wins, no questions asked. I guess Manfred is rather evil too but considering that he was only in one case, it didn't leave much of an impression on me whereas Dahlia was involved in so many.
In terms of other prosecutors,
ANNOYED THE HELL OUTTA ME. I dunno, her arrogant attitude irks me, i.e. how she claims that case 2-2 "didn't count" and "was a fraud" when she lost. It wasn't evil, just plain annoying. 
was likeable in some sense but I always felt he was too easy on Wright in court. Maybe it's just because he was trained as a defense attorney and had to take on the role of a prosecutor instead. He would have been a better character, I think, if it was more of a challenge to beat him in court.

Phoenix can use Edgeworth's badge to impost as a prosecutor to the judge's brother, and get maya guilty, though I don't see where he's get the willpower to do that.

Honestly though, most evil? Hmm........ of the 4 listed... Manfred again. He kills someone because they shattered his perfect court record (not their win record), then took their son and raised him against his own original morals.
By comparison Gant is just a little creepy and a little twisted in the head.

That's not evil, that's a crime of passion - and it's nothing to do with his prosecution method in court. If the question had been which *person* is the most evil, I think he's definitely in the running. But as regards his job, I don't think he's especially "evil" in the real sense of the word.

He does intimidation tactics, and not even with a weapon! He snaps his fingers and says "Shut your pie-hole!" and then yells at the Judge to have his objections sustained.
He convicted people for 40 years, solely for HIS name, and nothing else. Franziska, to be honest, won for the von Karma name... until 3-5, when she wanted to win for herself. Godot wanted to beat Phoenix, and Miles just wanted to win, also for
, but also to hurt himself. Payne... no comment. He was used to simply defeat rookies, that's all that's said, to be honest.von Karma ALSO had no problem with evidence manipulation and with leaving evidence out. Miles always wanted all evidence present, and Franziska was sneaky about it, but she never had to be FORCED to present it.
Actually said "That evidence doesn't exist!" and was then shown the evidence that he KNEW existed anyways.von Karma is still, the most evil prosecutor.
