Matt Engarde. He was a refreshing villain, mainly because at the time I was starting to think all of Phoenix's clients were innocent, so 2-4 came at the perfect time.


Also...

Spoiler:
Damon Gant and Manfred von Karma were memorable villains, but I think Gant is a better villain, probably because I thought at one point "He's so nice, there's no way he could be the villain." Some people don't like his motives, although I gave a little though to it and it occurred to me that he could have played a major role in the smuggling ring. :damon:

I really liked Shelby de Killer (He's sort of a villain I suppose)

Even though he was a assassin, I couldn't help but feel respect for him when he was talking about trust and honor.

Godot is also my favorite villain. The surprise factor when you find out he is the villain is unparalleled by all other criminals, other than perhaps Engarde, and his character development makes the player sympathize with him, as opposed to most of the other villains whom you love to hate. In fact, Godot is my favorite character in the entire series.

Acro, because he is, unquestionably, the most pitiful villain in the entire series. When I heard the backstory about his brother, I prayed from the bottom of my heart that he didn't have to go to jail.

... And it's pretty obvious I was just wasting time with those prayers...
