When I said SL-9 I meant the incident during the questioning.

He wanted total control of the legal system. Gant got to be Chief of Police and controlled the head of the Prosecutor's Office.

The actual SL-9 incident was Joe Darke accidently hit some guy with his car, and then he had to kill a whole bunch of people who consecutively saw him murder the previous person.

The part where Neil died was what Franzise said--Gant wanted to control the legal system, and he realized that by rearranging the crime scene in that way, he could do it.
