Personally, I like Dahlia's sixth design. Not only does she look prettier, but she looks much more innocent. Her final design looks vaguely creepy to me. The flower in her hair is a nice touch, too.
I also quite like Detective Godot (design five), as random as it may be... but it still looks cool, right?
Luke's is a bit tricky. Four's design, with the first's mustache and the second's hat. Every respectable detective needs a hat. It's a fact.
I also kind of like Franziska's third design (specifically the one in the top left, with the taser). She just looks more elegant there.

One of these days I will learn to sprite, and I will make sprites of the concept Phoenix and concept assistant.
I really like the assistant's design in particular. She looks like she'd be a reporter or something. Always trying to get interviews from witnesses you're talking with during investigation, heh.

No objections re: Franziska's final design. Such an eyecandy and underlines her personality so well. Doesn't surprise me they gave Godot coffee instead of cigarettes, by the way: It's classy and a coolness monopole such as Godot *CAN'T* smoke. Think of the children looking for an idol! (They can drink poisoned coffee and get resurrected blind all they want, but no smoking plees)
and I think I'd have loved the chubby, younger Oldbag. She'd be such a nice lady, talkatiCHATTYCHATTYCHATTYCHATTY, but sooo nice. SdeKiller's Leon design just cracks me up. :D Less hilarity though. C'mon, think of the radio.
Dahlia's current look suits her. No hair in her face at all and the way it's braided, it does appear a tiny bit cocky on her, which is perfect.
