I actually thought that was Apollo when I first played the game. Having looked at the text, though, along with the accompanying images, I would actually conclude that those words are being spoken (or thought, whatever) by Phoenix. Take a look at all the images that cycle through:
-Vera serving Drew his last cup of coffee
-The Borscht Bowl Club
-The poker table after Phoenix and Zak's game
-Magnifi Gramarye's diary with the remains of a torn out page
-Zak Gramarye's dead body at the poker table
-Drew Studio at the time of Phoenix's visit 7 years ago
-Phoenix calling the police after Zak's murder
-Kristoph Gavin's solitary confinement cell
-The (forged) blood-stained ace of spades that got Kristoph convicted in case 4-1
-Kristoph Gavin staring out from the witness stand, after he has been charged by Phoenix as the murderer in case 4-1
Having just now looked at a video of this part of the game, it seems pretty obvious to me that these can be taken to be images flashing through Phoenix's mind. I've heard more than once on this forum that the words come from Lamiroir in a reference to her memory returning, but c'mon, seriously. What do ANY of these images have to do with Lamiroir? (For that matter, many of them are only related to Apollo in that Phoenix would have told him about or shown him the things they depict.)
Also, the quote reads, "...Something inside me... rising... surfacing...
...Something important... lost long ago... it's close now... so close."

However, the fact remains that the images that flash by are completely unrelated to Lamiroir. As for the quote, it could be said that in the first part Phoenix is referring to his sense of justice, or whatever passionate feelings would be appropriate, "rising" up against Kristoph for the wrongs the latter committed against him. As for the second part, something important being "lost long ago," he could be referring to his reputation as an upstanding lawyer or, quite simply, his attorney's badge. At the end, his bit about "it's close now... so close" would naturally be referring to the fact that Kristoph's reckoning for his crimes is now, after 7 long years, at hand.
That's what I get out of it, anyhow. I wouldn't have thought about it unless I had come across this thread in the "active topics" section. What do you think?
