Pleading the fifth amendment means you won't testify against yourself. Basically, if you plead the fifth then no matter what happens you only answer questions that you want to.

Simply because Capcom and the Japanese Govt demanded it.
I don't think Phoenix decided to implement the jury system. Somebody higher up did and someone got Phoenix the job of running it. [I bet Edgeworth was instrumental in Phoenix being employed to run the test jury trial.]

I think he knew he wouldn't have enough to put G-man away (or executed, dunno what his fate was), as he had to do...eh...questionable acts the first time. Which makes victory in the final case that much sweeter.
Or, like people said, darkness coming, blah blah, criminals getting away, etc.
