In the 2nd english Apollo Justice trailer it says 'A legend is forged'. What does this mean? Was the whole PW trilogy a story??

This is not meant in the way it would be with "forged evidence" where the evidence is falsely made with bad intentions / to defraud. The legend that was forged was the one Phoenix build around himself through his many trials, basically meaning that he was one heck of a lawyer, as we know.
Of course PW is/was "just a story", which it is to us, not within the game scenario, but the events that took place in the games partly build the fundament of AJ4. Translate "forged" in the sense of "formed" or "made".

To be specific, if something is forged it is made out of metal. Therefore, it has a good sound to it as we associate it with something epic and strong!

Still, I like the irony of the word all the same considering what happens in the game. :D
