The fourth one does not have an English option, only the 1st and 2nd do. The third, I believe, is only confirmed for America at this point. We don't know when or if there will be a Japanese release.
But to answer your other question yes, you can play Japanese DS cartridges on American DS.

Now, do NOT get me wrong, I've already put 40 dollars or so aside to pre-order Trials and Tribulations as soon as people start accepting them, but the plot of GS4 intrigues me greatly, and I'd really like to experience it for myself as soon as posible. I suck at remembering Japanese names, so both excite me anyway...since I might finally remember the characters/ :P

When I saw the trailer for GS4, I was surprised. My initial reaction was wow! Another pw! but then the sadness hit me.
I realized that I'd played these games and grown with these characters. I discovered I really knew them.
Over the course of two games, I had grown to love these characters.
That was when I realized...
Imaginary lawyers are my best friends.
(And you can quote me on that.)
Anyway, I'll be playing and replaying my previous adventures with Phoenix, and hos new adventures when they come out.
I'm not ready to let go yet.
