I think his Final Smash in Brawl is supposed to be an accumulation of all that negative energy spent living in the shadow of his brother. Poor Luigi. At least he's getting the spotlight now though!

I think that there should be an RPG for Luigi where he's the main character. It could be interesting to see a game featuring all the side characters.

As I recall, Waluigi was only created to serve as a partner to Wario, and as Wario hasn't shown up in a mainline Mario game in almost 20 years now, Waluigi really hasn't had a chance to even show up in one yet. Also, Waluigi wasn't even technically made by Nintendo; he was originally created by Camelot for Mario Tennis, and has only ever appeared in sports and spin-off titles since (Tennis, Kart, Party, etc.), so it's likely Nintendo only considers him filler for the rosters and cutscene fodder.

Well that explains why he's one of the best - if not THE best - characters in Mario Tennis 64.

He also was the main villain in dance dance revolution mario mix I believe. Still he could show up quite thematically in a warioware or warioland game perhaps even as a second protagonist. That would finally give him a boot onto a platforner at least
