This is a pretty stupid question on my part, but it got me thinking a bit. Kudo just seems delusional, I guess. He talks about his past in Japan often, so it doesn't make sense.

When you're in the first trial in 3-3 he says something to the effect of "if I'm wrong, I'll eat these seeds and sing the pidgeon song!" Guess what he does a few minutes later: he eats his seeds and sings the pidgeon song.
On topic, he's basically telling Phoenix "why serve French food? We're not in France!" Totally in character for him.
