China, in short, has not benefited because communism itself wasn't implemented correctly.
That's right. The government didn't appropriate anything. They did supervise, but that's the full extent. They set unrealistic quotas and demanded things that were near impossible, and as a result many civilians starved due to gross mis-estimates of food production. This number is estimated to be around 30-70 million.
Additionally, the government felt that education was completely trivial, as agriculture and manufacturing would be the only things needed. Literature students, opposing politicians, many teachers and other intellectuals were persecuted and systemically imprisoned or executed in something called the "Cultural Revolution". School was also suspended, and as a result the educational standards of China degenerated to nearly nothingness, until Mao's death in 1976.
At the moment, there's a bare generation of young Chinese, making reform less probable. Due to the one child policy, there are less children/teenagers than ever before, and also a surfeit of males, which will prove to be disastrous in the long run.
I could say that the Nationalists (Guomingdang/Kuomingtang) would probably not have done a better job than the communists in the management of such a huge country. But for certain, history in the 20th century did not favor China.
Those are my two cents. Also, I'm Chinese, like Yaragorm, so I'm qualified to give my opinion.
