Well Sammie, you see, it's all about perspective.
In his normal in court sprite you can't see the right side of his face, so his "hair" would appear centered to his face.
However in the zoom sprite, both eyes are visible so the hair moved accordingly.
Perhaps this might help:
@NLK: Perhaps his forehead is larger then average, but I wouldn't call it bald.
The skull base shape was traced and compared with Klavier and Apollo and it matched.
So I disagree.
