That's when they close the PW Kink Meme to new requests for a promotional period ['celebration'?] in the hope people will try and fill all the billion old unfilled prompts. Of course, it doesn't make the old prompts any easier to actually find... But, I guess making a prompt just before the Wright-A-Thon gives you a better than average chance of it being filled?
Some of them aren't actually smut [and there's
no reason not to make G-rated prompts].

It's a pity the prompts can't really be searched, since that would make the filling happen more in general on the meme, but of course that's beyond technical limitations.
Not much P/M in general on that meme, but we don't really tend to ship it for the smut...
