I really don't consider Redd pushing people to suicide the same as actually killing them, even if it is horrible. I imagine the only time he got his own hands dirty was to take Mia out.
Taking that into account, if you don't want to include Shelley for whatever reason, it'd be tied between Gant, Dahlia, and Kristoph (2 kills each.)

True... but ill stick to my point that you need numbers from all the killers which is impossible at least from the data given in the game for some characters (DeKiller and Reed White)

As I've said elsewhere, they don't really expand upon that. The police know a crime was committed because Joe Darke turned himself in.
