I'm not very good with eyes. I wanted to give her full lashes but the more I look at them the more I think I should change it. Any ideas?

Wow, that's actually really good, for an OC.

Just some suggestions, I'd say you should give your hair ribbon some shadow, other than that she looks great.

Did you have a request? I'm currently not doing anything at the moment XD
Also I used the Viola base but placed a layer of it. Traced it to get proportions right and so recoloring it would simple.

my own thoughts...first off although on certain things its still bad its still good because 1 its scratched ( atleast from the looks of it :P ) and 2 the majority of it looks well proportioned the only thing that seems odd to me proportion wise is the head
(I know this all to well since i have the same problem myself >_>;;; )

the next thing id like to say is you lines lack any definition besides the hair that is actually to bold...id use 2 or 3 colors for the outlines making sure not to clump all them together but outline boldness can be dependant on the material whether it be skin hair ect.

add some shading to all those places you thing a shadow might show and as for the eyes that color is pretty bright for an eye shade try darkening it :P

Yeah I'm not sure what to do about the head, I could crop it
I think the hair is okay I just have to make the other lines bolder so it looks more finished, but good call ^__^.
I think saving it in png took some of my shading away. If you enlarge it you MIGHT see the shading I'm not sure, but while in my photoshop elements I see the shading I did on the clothes better then then when it was saved over in PNG. Not sure why that is ><
