She had such deep emotional scars from her childhood that at first you almost sympathize with her, and then she tries to kill someone
Karma is a great villain, but his crimes were very... I suppose the best way I could put them as is "narrow" and solely to do with his perfectionism. He had a specific goal in mind whereas Dahlia did what she did for herself as a general, not caring about who got in the way and had to be put to sleep as long as she could continue with her pathetic existence.

She hid and tormented Phoenix in many ways. She's worse than Dahlia but only the Iris haters can see that!
She's one of the few PW villians that has gotten away with it. She slipped out of prison like fairy in a flower field. She will do her bad deeds again and maybe next time she will get locked up for good!
Other great mentions are Gant and Daryan, but I personally consider them heroes!
And Dee, I knew it was her but she was such a cool underdog.
Manfred's IQ is second to none!
Matt, Luke and Alita are also unforgettable.

morgan is cool in her own little way. i like her whole image...but i really hated her personality and all the crap she did and stuff...

Every defendant in the past had been so lovable and sympathetic...and Matt seemed to fit into that pattern perfectly.

And so his reveal a villain was given that extra shock factor because (unlike with many witnesses-turned-villains who you were regarding as suspects from the start, anyway) it involved the breaking of a bond of trust that you had started to develop with him after that misleading Magatama reading.
You and Engarde were supposed to be allies. As his attorney, you cared about Engarde -- but it turned out that Engarde didn't care about anything or anyone but himself.
As
expressed, there is no crueler kind of betrayal than that of a client into whom you've placed your trust....which is why it was sooo amazingly satisfying when that very same kind of betrayal served as Matt's downfall.
