1. The hands are supposed to be interlocked near the knees. If that is taken into consideration, do the arms look fine now?

Well they don't have one type but I'll make it more evident next time.
I had the idea that he left Phoenix and his mom when Phoenix was young. Raven moved to Europe and became the Chief Defense attorney there.

Okay, I think that if the shape and shading are improved near the bottom of his arms, and on the sides where the arms are infront of his vest. Then the arms will look fine :) And also, I personally feel that the beard should be moved down a bit and have more shading. I'd compare them with Udget's beard as a reference.
Also, something I just noticed, but it could be just me, I think the tie looks and collar look awkward. I'd suggest using Grey or Sawhit's and extend them.
