It's because
everything in the overarching plot leads back to Phoenix, not so much the individual cases. Phoenix wasn't in 4-2 very much, but Ema would have never helped you if it wasn't for him. That's a pretty big bit of "help". In 4-3, Phoenix delivers key evidence. Yes, in 4-2 and 4-3 his
screentime was minimal, but you felt him where ever you went. If it wasn't his involvement in key scenes to keep you going, it was Minuki or Ema mentioning him.
Then, in the last case, which traditionally keeps "mentors" to a bare mimimum, Phoenix instead steals the entire show. As I said on gamefaqs: Instead of Phoenix bowing out for that final case--where Odoroki should be depending and exploring the bonds he's made with the cast--Phoenix takes over. Whose name is it that Kirihito SCREAMS in fury? Who does Odoroki give all the credit to? Who is the last person we talk to before "roll credits"?
