Right now I'm just speculating, but this is educated speculation.
GS1 DS was released in late 2005 in Japan.
GS2 DS was released in late 2006 in Japan
I can't remember the date that GS2 was announced, but we received the E3 Press Kits in early June. So we obviously received heads up earlier. If I remember correctly.
Then we factor in the GS3 Comic Contest. Granted it was wildly disorganized and they announced that they decided on their winners 3 weeks after the planned date. But now it seems that they have their act together, and they will announce the last winner in the third week of April.
Now, I don't seriously expect them to announce GS3's release in direct relation to the contest. Those sorts of annoucements are seemingly strictly for press releases. And if we recal the USA's Blog about the 'Fan Exclusive' detail about the JFA Stylus Preorder bundle, we'd already known that several days in advance by the traditional outlets. So we can't seriously rely on the Contest results as our outlet for the annoucement.
However we can use it as a gage. Ideally they would complete the annoucement of the winners before the press release. This would put us into May at the earliest. GS4 would've already been out in Japan for a few weeks, and by watching the Japanese home page they like to make at the lowest a single GS annoucement per month.
Now for delays. GS3's developement would be compeating with GS4's at some level. However, there are two primary differences. GS4 is not being localized at this time, so the localization team could focus on GS3, and in terms of technicalities GS3 has no enhancements over GS2 so the GS2 Engine can be recycled seemlessly, and that eliminates a major chunk of the work load. The only items left are to have the animations and backgrounds de-cropped, remastering the music, and to actually dump the GBA scripts into the DS engine. It's not to say that it isn't a significant work load, but it is considerably less then the standard.
Regardless I am expecting a long awkward pause after both GS4's release in Japan and the contest's conclusion. So realistically I'd expect a June/July annoucement with the actual release date to be in some state of flux
