Momentum carries Jerry above the lightning rod, where the killer simply had to cut the cord on the roof so that Jerry would have fallen straight onto the lightning rod. The pulley is on the back of the elevator shaft. It doesn't move with the elevator. And yeah, the elevator shaft is very close to the edge of the roof, but there's enough room for the pulley behind it. Finally, the only way to operate the pulley is by spinning the wheel thing up on the roof.))
