The government was keeping everyone hungry, which motivates them to participate in the Hunger Games. Which is genius! Creates delightful tension in all the players, makes them really fight with all they have, not just for their own survival, but for the benefit of their hometowns too. That never really carries over to the video game versions, but they're great too in their own way," Eve gushed, regardless of whether anyone was really paying attention.
