I really want to make my own jury segments, so please tell me if there is.

It can certainly be done in PyWright. A good example is in Ana R.’s fan game PW:AA - The Return of Ryunosuke Naruhodo, Episode 3, Part 1 (available now; Part 2 + Episode 4 may be out soon, currently being playtested).
