Max and Wellington's arrogance is more funny than anything. Your first meeting with Max ends quite funnily, I felt, especially with the bit about him thinking that being rich excuses him from being arrested (sadly, it's probably partly true in the real world). Other than Acro, the only character which annoyed me was Maggey. Ugh. Asides from how uninteresting she is, she just seems redundant. They could easily have made a more interesting character out of her, and unlike other seemingly bland people, she has nothing to hide. She really is a bland character.

In short, I find all but a selected few characters annoying. The entire game is filled with annoying people, and I can't be bothered to list them all again. So...
The most annoying person: Franziska von Fool. (Runnerup: Adrian Angsty)
Franziska is the worst prosecutor in the entire series. Her annoyingness reaches that of all video games ever, riveling that of Navi from Ocerina of time, your female counterpart in Pokemon Ranger (an empath, who always knew the pokemon ARE HURTINGGGGG!!!! ARGH!!!! THEY ARE HUUUUURT!!! SAVE THE POKEmON THAT ARE HUUUURTIIIING!!!!!1!11111 , and take credit of what you did afterwards.), and that mushroom guy from Super Mario Brothers that told you that 'the princess is in another castle'. Oh, and Savato.

Some of the characters are annoying in a 'good' way. (Turner Grey, Moe, Oldbag, Richard Wellington, Lotta) They succeed in not only being annoying, but humourous while at it. Others (Hotti, Ben, Trilo, Maya, Regina, Pearl, Ini, Morgan, Max, Engarde) are supposed to be funny, but fail miserably. Then there's the accidental annoying characters (Franziska, Adrian, Maggey) while are the characters that arn't supposed to be annoying or funny, but ARE annoying. Sure, there's also the guys that are actually quite decent, but who has done something that is quite annoying (Edgeworth, Barry, Acro).
And at last, theres the group of characters that are, surprisingly, not annoying! Either because they are blank sheets, basicly, (Phoenix, Will), have genuine awesome personalities (Gumshoe, Shelly), and those that are dead or unable to defend themselves (Ima, Dustin, and Bat, Shoe).
And there you have it. I listed them all! Yes. 8 non-annoying characters, and 21 annoying characters. And 2 of those non-annoying characters are dead, and one of them is a cat. Can you say 'whoops'?

GS2 had a nice bundant annoyance chars. I hated Case 3 and will NEVER PLAY IT AGAIN.

Ini was, like, really trying on the nerves...
Ben, um...he, um...was too shy, and Trilo was HEY SCREW YOU TOO BUDDY. Funny for the first coupla times, and certainly better than Ben's speech patterns.
(Side note: There's just something disturbing about a guy constantly abusing himself through a puppet like that. I'd love to see a psychologist take a look at the PW characters, swear to god.)
Regina...was just all-around annoying. I got one "aww, she's kinda cute!", then she started being a little irritating.
Moe, I liked. Moe was actually pretty funny to me!
Frickin' OLDBAG. I actually pulled out a Shatner-level "NOOOOOOOO" when I saw her come back.
Pearl, I didn't like much either. She grew on me (mostly in Case 4), but the 'cutsey little girl' shtick has always worn on my nerves.
Shelley de Killer I HATED because of his actions, but at least he was a cool character. So he gets exemption.
But, running far ahead of the pack, we have...MATT ENGARDE!
If for no other reason than the most-uttered phrase in Case 4 was "F&%K YOU, MATT ENGARDE!"

I liked Franziska as a character. Her foolish rants made me giggle.
Max and Regina and Moe were really... interesting. I hate clowns, so Moe really had no chance. I think Max would of been better as a cowboy like Marshall (the could of been brothers or something). And Regina needs to go OUTSIDE the tent. Go out shopping of something with Ini.
I really don't have anything against Oldbag. I don't think that GS would be the same without her. Although I wish she would not go rabid fangirl over Edgeworth. Choose someone else please DX
Although Pearl Fey's mother got on my nerves. Maybe all the bitter tea she drinks was getting to her?

I hated (well, didnt like) Ema much. Maybe she'll grow on me in GS4. Her enthusisasm was kind of annoying, and her talking to Nick like he's a dumbass increased the annoying factor too.
When I first saw Fran she annoyed me, as I thought Capcom had made her a Manfred V.2 (but attractive in a strange way).
And then there's the foolish fool.. talk. Get a dictionary you brainless idiot.

Good lord. Her 'foolishly foolish fool' rants make me want to throw my DS out the window. Her insisting that she is perfect also make me want to throw my DS out the window. And the fact that she can get away with whipping the defense unconscious -- even worse, THE JUDGE -- and not get a single penalty while I get screwed at for (in comparison) very insignificant things is just...ARGH.
edit :: Oh -- and all that she put Gumshoe through. NOOOO. Lowering his salary then making him drive her around and setting up miniature crime scenes and....ugh. She's just an annoying character overall.
