Hm... in my opinion...
I don't really remember Case 2-4 too well right now, but Engarde didn't seem to be too much more evil than any other criminal...
Gant, was more a case of letting power take over him, and like most criminals, was just killing to cover up his tracks. While this is evil, it's not as bad as the two remaining.
The case of MvK vs Dahlia...
Well.
MvK, although he got many people sentenced, this was more to do with being a "perfectionist" than with being evil. Once this perfection was destroyed, his crimes were simply revenge.
Dahlia... now here, we have pure evil. Doing ANYTHING to get what she wants, being extremely deceptive just for what she wants... using EVERYONE... to me, there is no question that she is the most evil.
