The clothing colors and tied up hair (key aside) make me want to say "Fey," but that expression makes me want to lean towards the "von Karma" theory (although IMO she looks kind of young to be Fran's older sister, especially if the niece was 7 when Franziska was 18).
Based on her pose and the shadows and such, I do also think that she's one of the new antagonists. Or at least a cryptic protagonist that Edgey will probably have much difficulty getting along with (read: getting anything useful out of).
Either way, she looks like she'll be fun to interact with.

Judging from her full body picture, she doesn't look like a von Karma or a Fey. She looks much younger than Franny, and there isn't a magatama present on her outfit.
Also, her outfit looks a little 'wild' for a defense attorney. Although, past prosecutors/defense attorneys of GS have been a little out there, they've ALWAYS worn suits/blazers/whatnot.
I'm thinking she's a prominent character from the first case or she'll be connected with Ema somehow? Maybe they are friends? or rivals?? D: I honestly have no idea.
