The translation of the article proves that this takes place around GS3 time. The timeline may be different, but that doesn't mean that old characters won't appear for the sake of annoying Edgeworth. :P

Yes, but it shows Oldbag in her GS1 outfit. She has the alien's suit in GS2 and the Butz outfit in GS3. I don't think she's the type to keep her old uniform and put it on just to meet Edgeworth.

They could have been reusing some file footage produced for PW1 ads etc they had hanging around. After all, a lot of official art for PW1 is also used in the movie.
