She looks young, id's say about 14-15. This means she's probably a whole new character, with no or VERY distant relations to an existing character.
Next off, three things trigger a flag that she probably have connections to the Spiritual World, but Non-Fey Connections. Her shirt shows what looks like an Oriental cloud design, her boots have the aforementioned odd toe design, and the Key. I'm not mentioning it for it's possible Psycho Lock connection, but because, to me at least, those three extra keys on the end of the big key trigger a sort of chiming ring staff thing that I've seen in some Japanese work.
Third, and finally, her overall design looks very Bird-Like. I mean the Scarf obviously alludes to wings, shown even more so from the Wing Pendant on them. The bit of her hair in the front looks like a wing too. The draw-up cuffs on her sleeves look aerodynamic, and lastly, the gloves make me thing even more towards a flying theme because, with that outfit, they look like they are for holding onto things, like plane controls.
I must say, this is only on-sided speculation, but it's what I get looking at this picture.

I can't tell if the characters design was done by Tatsurou Iwamoto as well, but GS2, 3 and GK characters are definitely were drawn by him. Raise From the Ashes and GS4 has a new artist though...
